Justice.\u201cNegligently absenta rigorous state monitoring strategy, it falls on community members and local organizations to provide oversight.\u201d\n\nUnder SB 969, these \u201centertainment zones\u201d allow businesses within designated areas to serve alcohol directly to patrons outdoors, turning city blocks into open-air parties that stretch across multiple areas without robust oversight. Although SB 969 mandates identification checks for minors, the legislation lacks comprehensive safety measures, relying heavily on local entities and communities to monitor potential issues. The precedent set by cities like New Orleans, where open-alcohol policies have coincided with spikes in violence and other crimes, underscores the need for active engagement and monitoring in California\u2019s new entertainment zones.\n\n\u201cSan Francisco Mayor Breed may want to mark the anniversary of the 2006 Halloween Castro St. shootingby seeing if she can recreate it, but that does not mean her constituents haven\u2019t learned from the past,\u201d said Carson Benowitz-Fredericks, Research Director at Alcohol Justice.\u201cThere is real engagement and enthusiasm around healthy streets and pushing back on the runaway alcohol death rates. There are so many people who want to protect their towns, who want to be heard. We\u2019re trying to give them the tools to make it happen.\u201d\n\nCommunity Concerns and Key Risks Research and observations from similar entertainment zones have identified several risks associated with unmonitored street-level alcohol sales, particularly: \n-- the likelihood of increased violence\n--dangerous driving\n--underage drinking \n\nWith limited options for safe transportation and accountability, open-air drinking areas can become magnets for \u201cdrunk tourism,\u201d which heightens the risk of violent incidents and traffic collisions. Community leaders are especially concerned about the economic impact on local businesses that do not benefit from the zones, as well as the strains placed on emergency and police resources due to increased calls and safety incidents.\n\nAlcohol Justice encourages community members to investigate and document these risks. Tracking data, from police logs to social media reports, enables a comprehensive assessment of zone-related incidents, creating a powerful case for safer regulations. This grassroots documentation is critical, as public health surveillance and reporting on entertainment zones\u2019 impact have not yet been established at the state level.\n\nThe passage of SB 969 has left advocates and local organizations to play a pivotal role in harm reduction by observing and recording zone-related issues. A University of North Carolina team formulated a targeted approach called \u201cInvestigate, Document, and Act\u201d (IDA)for those concerned about the zones\u2019 impact. By documenting incidents and sharing concerns with local and state authorities, residents can amplify their voices and demand safer community conditions. Key findings indicate an accelerated pace of deregulatory changes to California alcohol and related codes that move the state further from the evidence-based protective policies laid out in the World Health Organization (WHO)\u2019s SAFER Technical Package.\n\n\uf0a7 From the report:  \u201cTo promote effective legislation, the World Health Organization\u2019s Safer technical package provides an evidence-based collection of protective policies for lawmakers.\u201d                                      \n\n\u201cWe know what works and what doesn\u2019t in terms of keeping people alive, keeping them healthy, and keeping them safe,\u201d said Carson Benowitz-Fredericks, MSPH, Research Director at Alcohol Justice. \u201cWe have 80 years of research into it. What we don\u2019t always know is how far our leaders are moving us away from it, and how fast, and in what ways. That\u2019s what we set out to answer\u2014what are California legislators doing, and how can we hold them accountable?\u201d\n\n\uf0a7 From the report: \u201cOver the 10-yer period, 380 bills were identified as potentially affecting alcohol policy in California. Of these, 319 addressed policies within a SAFER domain.\u201d\n\n\u201cIt\u2019s hard for me to believe that even with the state\u2019s own well-documented litany of increasing alcohol-related mortality and other harms and costs to California residents, visitors and government, the legislature consistently introduces bills to make the industry more profitable at the extreme expense of public health and safety,\u201d stated Cruz Avila, Executive Director, Alcohol Justice. \u201cThis must change.\u201d\n\n\uf0a7 From the report: In California \u201c\u2026alcohol-related deaths spiked 25.5% between 2019 and 2020, outpacing the overall increase in mortality\u2013an overall increase that included COVID-19 deaths.\u201d\n\n\u201cInternational roadmaps like the WHO\u2019s SAFER initiative are powerful; SAFER not only provides unprecedented guidelines to reduce alcohol harm on a global scale, but represents decades of dedication maintained by public health advocates like Alcohol Justice,\u201d said Hailey Fromkin, Co-Author, Alcohol Justice. \u201cAs a researcher joining the ranks of passionate players working to reduce the insidious and pervasive suffering caused by alcohol in society, I am proud of reports like this one, which offer vital insight into how the SAFER vision is playing out in real-time legislation.\u201d\n\n\uf0a7 From the report: \u201c\u2026California fell short, with alcohol tax policies rated red (completely noncompliant with best practices), and dram shop and overconcentration protections rated yellow (severely compromised).\u201d\n\n\u201cThis is an extremely important and useful if discouraging report which confirms my perspective that in many states, but especially in California, alcohol industry producers and retailers have an undue influence in the legislative process,\u201d stated Thomas K. By our conservative estimates, there are at least 180,000 Cal State students under the age of 21.\n\n2) The scope of these exemptions is an extraordinary case of overreach. By ramping up alcohol advertising in nearly every campus, AB 840 is excusing local legislators of the obligation of making the request and opening themselves up to feedback from constituents.\n\n3) The three-tier system exists for a reason: to prevent monopolization and corporate price controls that lead to the most harmful alcohol consumption patterns. By hurting Cal State students, this bill rewards the mega-corporations who least need a leg up.\n\n4) Raising funds for education by selling a product that hurts or kills a significant number of students is self-defeating.\n\nThe consequences of youth consumption should be self-evident: alcohol-related fatalities (fatal accidents including motor vehicle crashes, suicides, and homicides) are the leading killers of youth ages 15-19 (CDC 2023) and 3 of the 4 leading causes of death for college students between 18 and 24 years of age (Turner 2013; the fourth cause on that list is cancer, some forms of which are also alcohol related).\n\nThe facts that exposure to advertising makes a child more likely to start drinking younger and increases the amount consumed when they do drink (Anderson et al., 2009; Smith &amp; Foxcroft, 2009) is well established, and recent research suggests it may be associated with more binge drinking (Jernigan et al. 2017). The stature of California\u2019s higher education system should be protected and nurtured. However, there is every reason to believe that increasing the penetration of alcohol corporations into student lives does the opposite.\n\nCalifornia students deserve to be healthy, engaged, and alive. And these numbers are rising fast; CDC scientists report that rates of alcohol abuse increased nearly 50% in a decade.
